In submitting the accompanying letter from the Honorable Major General D'Aguilar, I beg to premise, that I consider him to be fully entitled to a Residence at the Public Expense both as Commanding Her Majesty's forces in China, and in his triple capacity of Lieutenant Governor of this Colony.
I have felt some difficulty in coming to any decision regarding the House occupied by Lord Saltown because that House is situated within the Ground that I assigned for Military purposes by my letter to His Lordship of the 2nd of May 1843. (No 18h) and since then, I have not permitted any interference
